Enhancing employment opportunities for people with disabilities is one of the main concerns of the disability sector in India. At the micro level, it may seem like there has been progress; there is increased awareness in the corporate sector and among people with disabilities. There has been pressure on the Government to implement the provisions of The Disability Act, 1995. However, according to a recently released World Bank report, the employment rate of persons with disabilities has fallen from 42.7% in 1991 to 37.6% in 2002.

Initiatives

RTI on the Incentive Scheme

NCPEDP filed an Application under the Right to Information (RTI) Act with the Ministry of Social Justice and Empowerment, on the 29th of May, 2009. The application sought the following information on the ststus of implementation of the scheme. Pertinently, the Minutes of the meeting held on the 5th of May, 2009 stated that “Secretary, M/SJE expressed disappointment that, despite all the efforts as above, the scheme could not quite take off in 2008-09. Figures of beneficiaries reported by the ESIC and EPFO for the first year were 126 persons and 22 persons respectively, ‘which were not even mutually consistent. He also observed that while the economic slowdown in 2008-09 was not conducive to a good take-off for the scheme, it should have been able to achieve considerably more than what it did.”
